I'm wondering which Windows is better for sound production. WinXP, 2000? and what about servicepacks? are they any good for production?
I'm running Cubase 3.11, but it seems that I'm having a few problem with that version, so maybe I'm going back to the SX 2.

XP, but I don't think you should limit your solution set to your OS, sounds like a hardware PC problem if things aren't running well..maybe more RAM?

If you're running the latest version of SX 3 it's highly unlikely that this will be the cause of any problems you're having. Most likely it is other software running in the background when you're trying to do music, or perhaps other software installed on your computer that has changed registry settings or overwritten a .dll somewhere along the line.
As far as operating systems go, XP and Service Pack 2 are generally recommended I think. If you haven't yet installed SP2, personally I'd recommend doing a format/reinstall, as sometimes updating a service pack can cause problems with already-installed DAW software.
