Hi bullet Proof , what do you meen when u say "pc konfigurations, and sound n everything" ? , u want a whole package ?:)
Well .. i can tell u my setup with prizes , and it works 
Computer : P4, 875p chipset , Htt 2,8 Ghz ,
1 mb cache , 1Gb Ram . Prize for Mother Board and cpu and ram around 450 Euro.
I think that computer power is one thing u should not be lacking in when producing at home , especially with vst and Vst'is,
But depending on what software u wil use , u can do this mother board cpu thing a bit cheeper ,
Next Soundcard .. I use the waveterminal 192 L and it works very good, taking the high bitrates , u can get it around 250,- Euro , its some money .. but u will have low latency, good sound ,recording options . otherwise u can find other models maybe a bit cheaper with almost the same stats.
Next i would consider speakers , or Midi keyboard /controller
Speakers i have from same producer as sound card , they are small , effective , and not so expensive ( Near 05 from egosys )for around 450,- euro and u will have a nice start in reliable sound
Then Midi K . u can get this from 150.- euro
Ï myself have a novation REmote 25 it has 8 sliders and 16 knobs , and lots of preprogrammed possibilities or self programmabillity for every program , almost This around 320,- euro
Hope that i maybe helped a tiny bit ....
