I would throw a nice thick carpet on that stone floor,pull the desk more away from the wall,put your monitors on stands,rockwool basstraps in the corners,broadband absorber in the midle of the front wall,broadband absorber at the first reflection points on the sidewalls, and an absorber on the backwall behind your head, if you have glass windows hang thick curtains to minimize reflections.

I dont know what you mean by insulation panels. Isolation is not something so simple to do.
If you want to have an efficient insulation, you will have to do double walls, flooring and floating roof. Look for box in a box.
in this case, there are several considerations to make, since you would be building walls on the structure of your home.
on acoustic treatment, colin posted several links of study in a recent topic here about acoustics. look and a read.
in most, if go with panels broadband (speed), use the thickest possible in the corners, and thinner at points of first reflection with the mirror trick.
Recall that a room has 12 corners.
7 x 3 x 2.3 probably you will have problems and multiple 75Hz 24Hz 58hz.
Download learns to use some soft measurement that will help you a lot. Fuzzmeasure or Room EQ Wizard. Also start walking around the room and hear how the room responds. Its fun to do.
