I'm not making any rules but I can't remember myself making a track where I panned open hihat, kick and bass other then in a break or for an effect.

so do you mean you keep them in the middle?

Many possibility's... Panning still is a good idea to do... But just remember not to pan to much... slightly out of center with even a modulation on it could make it just a little alive instead of dead

For a classic big open hi hat I always half an instance panned hard left and a slightly delayed instance panned hard right bounced to 1 stereo file with a 16 note delay that just plays one repetition you can only just slightly hear.

But if I'm using an open hi hat that has more of a direct relationship with the groove of a closed hat I usually pan it.

I pan mine in battery for about 20-30 percent left or right.. I also apply delay to the opposite direction, so it sounds a bit more dimensional.
Ideally, when you pan percussion, you would want to use alternative sounds within that particular sonic range and pan them into the opposite direction to preserve dynamic symmetry of the track imho.

again i agree that it depends on the style of your track, and your mono/stereo preference.
