There is a program called Fruity Loops, you can start playing with it.
after you get the idea there are lots of plug ins that can help you.

i started with some tracker tools ( ft 2 ), and yesterday i ve seen @ kvr that there s a new one:

trackers are really diffferent how they work in compare to other sequencer, but i think it s a good way to start. it s vst compatible so if u have learnd a instrument u can still use your knowledge in later sequencers.
the other stuff ( fruity, reason ) what was mention already is very good to start also.
