How I understand it the card has no latency effects and monitoring, which is hardly ground breaking and has been a feature of any DSP card for about a decade now, including the cheap creative/EMU cards.

Is it possible to use the Emu FX inside a sequencer, considering all the latest soundcard which claims to have dsp power are just able to be used directly on the channels in the soundcard mixer not inside a sequencer

With the EMU the answer is no.
With most serious DSP systems you can.
Scope has the possibility with XTC mode, but it's very limiting to use it in that way.
