Before buying a soundcard, buy a reasonable computer first. You do not need the supasupafastest one, a dualcore intel with 3 Ghz and 2 GB of ram does the job. It shouldn't be to loud, so spend some money on a silent power suply and on fast and silent harddisks.

As much money as possible on Monitors
High End soundcard or AD/DA convertor
Room Treatment
Synth or top Range Midi COntroller
high end software and/or Hardware (not just synths)

Consider the room you're going to be using before you get speakers too, no need to get large ones if you're in a small room (like getting yamaha hs50m's instead of hs80m's).
Before you buy room treatment foam, if you have friends into music, ask them if they have any extra as sometimes places you buy foam from give you more than you'll need.
Also:
-incense
-many mini buddha/ganesha figures to place around your studio
-rolling papers

Just a tip:
If you are going to pace a foam in your studio, don`t exaggerate with it, cuz your room will sound too boomy (to much bass present).
Go with the bass traps and foam place only on few spots. Mineral or rock wool is also great apsorber for mid and high freqs unles you wrap it in nylon like lots of people do...

2. monitors - second after the room treatment.
3. soundcard.
4. good hardware synth.
5. vst.
computer and laptops are that fast nowadays, even a low-budget pc/mac (not sure mac has anything low budget, hehe) is able to do most of the job.
