When you get it right, record it for real. Normalize the audio file, and crop it if you want, or crop and normalize in cubase.
This is only one way to do it, but it's how I do it. Your windows volume control may be different, but that is essentially how it's done.

Thanks a bunch for this tip... I had been trying to figure out how to record audio from streaming tv sites and was tired of asking my roomate to use his mac for audio hijack... thanks man!

I'm using that trick also, just with the routing of my soundcard...I routed the output again to the input, so I can record in soundforge whatever is on my monitors right now but I think thats about the same you described here
oh and btw, in soundforge you dont need to make a test recording for the levels...when you click on the record button, a window pops up with meters where you can adjust the audio thats playing currently...in that window you need to click again on a record button to start the recording, but I guess most of you that use sf know that
and one more thing to add, I wouldnt record at just before clipping and then even normalize after...better limit the sample later when you process it in the track
