which country would you say is the most cooperative and encouraging of hosting outdoor parties and festivals? least cop troubles and no fear of being shut down...
and where the local govt encourages organizers to do so

From what i ve heard is that Nepal is being very receptive in terms of hosting festivals. the reason obviously is that the scene is still fresh there. not too exposed nor abused.

From my experience in several countries i have to say....Portugal

Authoraties are pretty friendly and seing the amount of parties every month its not hard to get an authorization to organize one....
