Sorbothane or Sylomer (more difficult to come by) is best (both designed to reduce vibrations), but you need to calculate the monitor weight to the thickness of the pad to get the resonant peak below 10Hz for best decoupling. Foam won't do a very good job.
I use Sorbothane pads from IsolateIt.com
I'm looking into monitor stands for my ATCs right now, they weigh 30kg each. Probably make my own, or go with something from Jasper, Sound Anchor or Tower Sonic.
