what is the best monitor's to get - in around 400$

Unless "monitor's" is something different of what I think it is, you're as off topic as anyone can get! Congratulations!
Anyway, I think 400$ is enough to get a 17 inches monitor.

i have had spirit absolute 2's for 3 years and they are really good.. nice sound etc etc and nice noise  don't know if they are still made, but you may be able to pick smthing up second hand for £200 or so (sorry no idea what that is in NIS..)
