Is it possible to make the Cubase MIDI Gate turn off the sound when there is a note on, instead of note off?
And if not - which gater can do it?

the gate effect purpose is to do the process you describe, no gate will do otherwise.
you can use a very strong limitation (limiter the opposite of gate) and that will do the job.

oh yeah jacky is right : you want a MIDI _ducker_....
not sure about that, but you can use the db dynamics processor in a similar way :
http://www.db-audioware.com/
it uses audio input as the sidechain rather than MIDI data, but does the same job.
