Midi device panel problem (cubase)

Hi guys,
I've recently started to make a pannel for my DSI TETR4 and faced a small problem:
The filter Frequency on the TETR4 synth has a valid range of 0 - 164
On the device pannel I've set the range to 0 - 164 but while testing it it doesn't go over 127.
How can I solve this problem?

I forgot to mentionate that Im using CC parameters only cos I dont know how to use sysex messages.
I've tried to use a formula on the x value <control value (7bit)> winch gave me the desired result but it stoped transmiting or recieving signal. I've heard there was a bug with the x value that might be why.
If anyone knows a way arround it please share.
