hey
what do you mean "best for mastering with reason" ??
Reason itself is the best for mastering with reason
If you work hard - you may achieve nicely clear sound of it, no matter what sound card u got
If you are talking about more professional mastering, i guess you should try Digidesign Pro Tools (www.digidesign.com)
I used to compress and noice shape my tracks after reason in Pro Tools, but nowadays i got Reason 2 and i use it on win xp, the sound is very clear, you just need to study how to get it out of Reason

Shanti Alien, i will expand KosMos answer.
Reason is good for music creation and how would you like to make your track.
as far as i know reason, reason is not so good for mastering imho, becouse i tried to open an EQ and the EQ wont work as good as a normal EQ plug-in should work.
If i would be you, i would export each part as WAV file and open it on a better soft to work with (like : cubase, logic etc.)
with those soft. you can open the parts (each wav file) and put on it good plug-ins and VSTi plug-ins.

the main idea is to take the Kick, export from reason only the kick, and then only the hihats and so on.
after you will have about 20 long waves you import them to cubase and from there you just tune each channel seperatly so the whole track will sit together in a good sound.
i cannot explain to detail what i am doing with each channel , couse everyone has its own way, but try to open EQ plug-in (like : Wave bandle or other thousands of plug-ins for EQ that out there) on each channel and the rest you will learn in time.
