Er... Have you checked chillagepeople.co.uk?
On the "downloads" page is an .mp3 of Dr. Whoooooo (6 o's, right?)...
If this is not the version, disregard this benign message and thumb nose accordingly.

The track came from a limited CD of the Chillage People live in the chill out room at Destination Venus at the NMB in Sheffield in (I think) June 2000 - a very hot night after England had beaten Germany and Lab4 (before they turned hard dance) rocked the main room.
Probably best emailing Dr Chill (and yes he is a real Doctor of Pop!) via the website
contact@chillagepeople.co.uk
and I'm sure he'll get back to you with whats currently available - he just lives round the corner from me -so next time I see him I'll try and remember to ask him.
Their version of Woodstock (available on the download page) is amazing - got Michael Eden singing on it - but was never commercially released..
For anyone going to Boom - the Chillage People should be playing again in the chill out area and are well worth catching.
