I use the AoA Audio Extractor for ripping audio out of movies and stuff, and Free Wav to MP3 Converter for ...converting wav to mp3 - they're both freeware
I don't convert files to flac but I'm sure you could just google wav to flac and find something

I think that the audacity 1.32 exports to mp3....
for the previous version you can install lame for audacity plugin in order to enable mp3 feature.

I use Audacity to convert WAV to mp3. It does OGG also but not FLAC. Im pretty sure Ive used Audacity on Windows 7, I know it works fine on Vista.
