Open any synth with a noiseoscillator, go for white noise, draw up a 1 bar note, automate filter cutoff (and maybe resonance) to what sounds good. Export and you are done!
You can also export a full bar at full cutoff and use it in different tracks, just put an external filter on it.

modulate osc pitch by lfo, set lfo to lowest frequency, there you go ;
many ways to achieve that, just think about, very easy to hear what´s basically happening in a SWEEP (also think about the word in itself, it already tells you what´s happening in this kind of sound  )
