no its not exacly that (stereo eq) , thanks. it does use stereo eq but in more safisticated way.. move a button and the hole range has changed or fliped etc.
equo is the closest i found too.. where u cen pan individual freq but not work as good as the one in the picture.. lack the hole wave thingy.. wich makes magic 
im after one as similar to logics one (i heard in 8 its totaly new one btw , but anything close enougn will do)

nugen is close yeah but not eough and not exacly the same..
acidkills those are not vst , waves supported only tdm for this plugin , and tc powercore.. well.. not vst.
but getting there slowly , more suggestion needed!
no expanders , spreaders .

offtopic tip:
to get the best of stereo spreader set Upper Int. to 0
cut the Lower and Upper Freq 1/5 if the total bar and just
move the cut bar left or right to find the spot you need
