Only the samples that you load in an audio track are time stretched.
You can turn the warping off on audio track sample the following way:

You can also disable warping: go to "Options" > "Preferences" > "Defaults" and set "Loop/Warp Short Samples" to "Unwarped One Shot" and "Auto-Warp Long Samples" to "Off".
  When rain dries, clouds form.
