Latency retaled to sync?

So we all know with better sound cards, you can have a smaller buffer ie. lower latency. But my question is, does a different sound card change the way sounds sync up. So, for example, you have two tracks, both triggering the same note at the same time. One track is a simple sine tone, which won't take much processing at all, and the other is a very complex CPU-hungry sound coming from a VSTi. So both good and bad sound cards will be able to play the sine wave right away, but a good soundcard will be able to play both sounds with low latency. Does this mean that if both sounds are triggered at the same time, the difference in time that you actually hear between them is dependent on the soundcard?

It has nothing to do with the soundcard, but the way your sequencer audio engine works. Usually what happens is that all channels will be properly delayed to sync with the most cpu hungry channel with the highest latency figure.           Crackling universes dive into their own neverending crackle...
