To run any software without lag you will need very good laptop and USB sound card. Software depends not on laptop setting but your wish as musician. All software requires same settings.
Your laptop should start from 1500$ and above.
Just some thing to mention.
My current setup is PC not laptop and i still miss 10-25% CPU to create whatever i want ( and i work with processed audio mostly so i drasticaly reduce CPU usage)
AMD 3000xp
1GB 400DDR
Delta Audiophile (Sound card)
SATA HDD
So as you can see this setup for laptop will costs alot of money and still you won't get enough power.
For software, i don't know Logic or Sonar but Cubase contain offline effects which can drasticaly reduce CPU usage comapred to Reason and Fruity Producer, so probably Cubase should be your pick as software for maximum CPU/Work ratio.
Cheers.
