hmm..
Actually its simple.. water is a molecule which is perfectly happy, to split it into H and O you have to put energy.. for example with electricity, a process called "electrolysis". The energy you get by burning the H wit O back to H2O is the same energy you need to spilt it up in the first place.
Otherwise you could build a perpeto mobile with a electricitygenerator, a fuelcell and water.
Now this invention is actualy the same.. it splits the H2O up into H and O and then it burns it back to H2O, it just doesn't use electricity but radiowaves... so its probable that the energy output will be 0 at best.
BUT, since the radiowave may have a unknown effect on the molecular bindings between the H and O and the salt in the water some say there may be a chance.
Possibly the radiowaves may be able to tickle the water gently into breaking up instead of forcing it like in electrolysis...
who knows...
