there are proxies, socks, wingates and 1000 other ways to vote from different ips using the same computer.

one important idea why shivas is right:
most of the ppl use a modem to connect.
when u connect with dialup (modem) then every time you do so then you get a different ip from the isp(netvision,internet zahav, etc...).
thats why you cant trace the ip.
