First of all try to look a bit in the perspective and how your kick and bass will be heard through the entire mix. I always look to get my kick as punchy as possible. Therefore, I cut everything below 30Hz, remove some muddy areas, and try to give it presence - boost an eq band with a few dB's and try to sweep it a little bit around the frequencies to find your sweet spot (on my kick this is around 440Hz). On the bass, again cut below 30Hz and where the kick's presence is (`440Hz) cut that band by a few dB's. Match the levels of the two and long story short this is pretty much it. Just try to experiment to find your own formulas on this approach because there's never a basic rule.
