i second the susumo yokota
and also the akira soundtrack...
the soundtrack was written by kenji kawai http://www.kenjikawai.com/index_e.html
a very talented musician who also wrote the ghost in the shell soundtrack and many others...
http://www.imdb.com/name/nm0442766/
not all of his works are my taste but there are some gems in there....
another great artist is Naohiro Fujikawa aka Bisk. but his music is very experimental most of the time and doesnt fit the chill out genre but you can check it out...

''the boy and the tree'' album is my favorite one from Susumu Yokota, other ones are good too
Try Tetsu Inoue
http://music.hyperreal.org/artists/tetsu/index.html
you should like first solo albums and collaborations with Pete Namlook, Bill Laswell and Atom Heart.. the other ones are good too but more experimental sometimes.. (i like that too personally) Browse his discography there's also some other interesting works and collaborations.
