Here's a tricky one

http://s63.yousendit.com/d.aspx?id=0846MBVD3QLL80TEPV8UMU4W6M

How is this voice, but not a voice effect achieved?
I'm guessing some form of processing and then distortion and hi/lo-pass eqing, BUT what is the first processing?
GO!

I thought instead of posting your standard
"how is this sound made" post... i'd do something slightly more interesting, more involving and with a greater sense of reward!
On yer marks...

.time strech to lower the pich
.bit crusher(or reducer)
.later maybe, a band pass filter juggling

has a sort of a "radio effect" on it - think i've actually come across an fx pluging that does something similiar.

other than that, theres pitch modulation - maybe square wave modulating pitch ?

I get a simuler effect in logic from setting up a synth with a high res and moving the filter intull the rez whistles then after it placeing the bit chrusher and mofvinf the downsample slider across. You can applie andy high and low cut filters after that. Witrh the rez on the synth set high and the filter cut off moving you can end iup with a gulpping niose. Also you can do something like that useing FM on the synths filter also.           www.audio-presto.co.uk post production audio and synth modifications / repairs.

It sounds very similar to the voice effects used in early scifi movies such as thx 1138 by george lucas and in star wars too, i'd say. I have been wondering how it done, and after a quick search, I came across with this:

http://www.frostwave.com/blueringerv2/

Check out the examples: http://www.frostwave.com/soundfiles/blueringer/br_voice1.mp3

I'm pretty confident its ring modulation that is used in there. the page says also:

"I like John Coltrane, Radiohead, Aphex Twin, Bjork, if you want to play big, then think big -- don't imitate others, figure out how to make others want to imitate you. I suggest buying a strange pedal like a ring modulator even before a standard distortion or delay pedal, don't fall in line. "

So try modulating (AM) the voice sample with something like 100Hz sine. Simple as that

Here is ring modulation explained: http://www.harmony-central.com/Effects/Articles/Ring_Modulation/

Wow... this is certainly becoming a productive race...
I'm gonna start fiddling around with all the different methods that people have been saying.
I heard that a rotator can make a voice sound like it's not a voice, but it's the grainy sound and the sense some 'words' expanding as though backwards but not (if you get what i mean)...
Will play around though tonight and possibly post a sample of my results...

what about bit crusher? you can automate it and then slice and play different slices at diferent speeds           roll a joint or STFU :)
