I was wondering how to synthesize airy pads using vsts. and basic structure from which I can start modelling my own. Low attack and high release with reverbs sound good ...but how do i create the eerie sounding pads.

should be helpful. The eeriness could come from layering and with some kind of FM going on some of the osc's..
well possibilities are many.. get the basics down and then experiment

Do people use chords for pads or single notes?

Chords can give some nice sounds, but for psy i would use single notes. And an idea could be so sample simple string pad from different synths, with different ADSR settings, layer them and group them, and put some crazy filter delay on it.
boom instant evolving padshizzle..

imo one of the tricks to interesting sounding pads and effects is creative synthesis and sound design (read: lucky experimentation)
for example, I was creating a filter sweep/zipper noise with Operator in Ableton and had a sudden urge to turn it into something more atmospheric...
bounce to audio, reverse add reverb bounce again, reverse and put that audio into a sampler turn the looping mode to back and forth...wrote one long midi note one octave down from the sampled note and boom....weird spacy atmosphere shit.
timestretching..reverse reverb..delays fed onto themselves...all good stuff!
