^it will but i think they will come up with some plan to get rid of it (A.C or 20 fans)

Heat disippation will always be a problem when running a shitload of electricity through semiconductors and transistors. Scaling it down is a good way to lower power use, but usually, if you can make it twice as small, you make it the same size only much more powerful... if you look at the highest end PC (2xXeons, 6xGTX280s, etc) - it has 6TFlops of power. In 1997, IBM and Intel built a system based on 10,000 CPUs, which naturally, used much more power, and reached a breakthrough 1TFlop.

In short: in order to significantly increase power, you have to increase power efficiency nowadays, as well as improve manufacturing techniques to reach higher clock speeds without reaching the vaunted "starts to make way too much heat" barrier. Or - you could take the opposite route - make a very minimal processor and make sure it takes the least amount of energy to create things like the Asus Eee Box, which can basically do all day to day computer operations (unless you have a 1080p screen) with ease, and uses around 23W under full load.

The small-scale processors usually do not require any form of cooling directly for them, and they are expected to increase in performance as fast as the bigger, badder processors out there. So in about 5 years, you'll have a CPU that'd match today's top offerings that would require no cooling.

As for A/C use, it's called Phase Cooling, and it's in use in some high end workstations and the such. Noisy, expensive and big systems. Not practical for home use any time soon.

Couldn't find the one with the xeons, was used in some video gaming competition. But this is probably much cheaper (4850s instead of GTX280s, Core i7s instead of Xeons).

Would like to add that the PS3 with its 1.8 TFLOPs only in the graphics processing unit is a more ready to go and on the market comparison.
