a good sound card. for example Gina 3.
will my sequencer use less cpu power and use the dsp's to lower it?
cuz when i work, the cpu % climbs up to 60 and more and it slows the shit of the pc...

Yes good sound card will handle audio much faster that regular sound card, in addition to DSP which lower CPU and memory usage. (DSP as internal card FX and Instruments nor mixer panel or spectrum analyzer)

yeah i will improve performance only if you use software plugins that squeezes the dsp engine...
am i right?

well...to the best of my understanding a sequencer cannot feed of a DSP card unless that sequencer is specially designed for that card. same goes to native VST/DX plugs. DSP cards come with their own set of plugs that are designed to feed of that card.
good DSP cards that include an audio interface will probably be highly optimized for recordings therefore you'll get both low latency and strain on the card which means less strerss on your CPU.
There will be asignificant difference in CPU performance for example between a soundblaster running DirectSound drivers to a Luna running ASIO. But there was hardly any difference when I switched from my old SBLive! running KX ASIO to a Pulsar...
