Simple! Try playing with 16th or 32th notes in the snare, with a bit of velocity automating sweeping it up (nothing new probably for you). The trick used here is pitch automation, so the snare pitch is risen during the build.
If you load your snare into a sampler, this should be super easy: just put midi notes in each 16th spot, than draw the velocity bend going from almost nothing to where you want it to end, and draw a pitch bend starting from the middle and ending as high as you want to go.
Note that the higher you go, the less power the snare will have as it thins out.
In this example he either used some sort of glitch machine to raise the pitch, or the pitch automation curve isn't linear but ladder, as it raises a bit more after each kick. Experiment yourself and get your own thing!
I like to do this with the kick at some breaks
