Sounds like carefully automated pitch shift/time shift maybe some delay, but that might be coming form the sound layered with it

lucky for you, there's a new plug-in from Eventide.

I think the effect used there is the Harmonizer - which i think is some form of advanced pitch shift and time stretch combo without the usual artifacts and with the formants very enhanced (so maybe a formant filter to?!). There's plenty of good time stretch algorithms out there these days, from sound toys you have "speed" that can integrate with some DAWs, there's some by izotope that sound very clear to.

^^ the eventide delay plug is really good, kinda digital sound but good
