One 8th bass note between kicks sounds slower than three 16ths!

i think you should work more on the tune of the bass and kick.
I have a track in 145 and after i turned it right (still learning) it sounds pretty fast without anything

High hats are a great way to up the feel of a tracks speed.
Place a nice quick little tap hat on every 16th and start to up that after your quick breaks to make it sound faster.
You could play with the pitch of the hat also to give a little more forward push.

play around with length of notes, adsr settings
on sounds/leads/arps/whatever fits, modulated by a lfo, try to set the tuning one to three hz above the one according to the bpm gives a slightly faster feeling on your leads i.e. pushing the track forward.

xperi with subdividing the quantizations into phi, phi^2, phi^3, phi^4, etc. and use variations of these to place your midi notes... both off of each other and off of 4/4 groove patterns
or keep it simple and use odd whole number quant. that closely approx even ratios
whatever numerical 'theme' you choose for midi and groove be consistent with your compressor and envelopes, lfo timings etc.

mh, maybe try adsr of the bass synth... and defo use short samples...
for makin a part go faster, like before a break or sth...
just bounce the part,cut it into full bars, then place some(2, 4,whatever you like), quantize (not timestretch) the bar to half a bar place some of them,then the half to a quarter,etc...
but for generally faster sounding i would say adsr of the bass and short samples
