Generally whenever you hear something "talky" like that it's a formant filter, and how exactly how much of that "talky" sound comes through from a formant filter sounds depends greatly on the sound you're filtering.
Judging by all the other sounds in that song, he is rocking a lot of samples on that hardware workstation, so, hard to say if that particular sound is all pure synthesis or just a formant filter over a sample.
Cool sound though.
On the software side, The Korg Legacy package comes with a pretty cool formant filter in the little MDE-X FX thing that comes with the synth, try throwing that over a variety of sounds and see what you get.

the first one sounds alot like the ticky clav plugin with maybe a really big phaser on it...
