Same story all over again.
Use saw tooth waves mainly, with a high and low pass filter. The frequency of those filters are mapped to LFO's (I think the LP filter LFO has a long time [6 beats?] , and the HP filter LFO has a ramp up wave time for 2 beats, that takes maybe 3/4 of a beat to go back down).
To make it scream, any type of "drive" parameter can do: distortion, overdrive, saturation, fuzz, etc. Then shape the sound with an EQ, compress it to tame large dynamics fluctuations, reverb and delay to place it in a location and then mix it in the tune.
I think you can get this sound with some simple variations on the default presets on Vanguard - but just about any synth will do.
The rhythm is obvious, and these leads are greatly achieved with the use of the pentatonic / blues minor scales. In this particular case, I believe he just used two notes, which is the root note and the note 3 semitones above (count 3 keys)

Would be the melody with rhythm. Each character space represents 1/4 of the beat.
I largely recommend introducing variations in the melodies: there are so much more you can do that leave this looping.
