How do you make the rising/falling wind and other sounds?

I know this is a beginner's question, but I can't find the answer spelled out plainly anywhere. Yes, I know I could mess around with synths until I got something "similar," but I'm looking for the "professional" answer in this case.
I think we all know the sounds I'm talking about; the rising and falling "blowing" or wind noises that are used in just about all forms of electronic music during build ups, or just throughout the track.
I'd like to get a sound similar to what you hear in a lot of Vibrasphere tracks, here is a sample that uses the sounds I'm talking about if you're confused:
You can hear the sounds I'm talking about pretty pronounced at the beginning of the track. Of course it's a bit more distorted sounding and pronounced in faster forms of Trance.
Any help is appreciated on VST's or specific waveforms and effect combinations I can use to get a sound similar to this.
And if anybody has some overall tips on creating ambiance background noises, that's also appreciated.

So if I understand what you guys are saying, after I get the correct sound (long note, high release, high sustain or white noise), I use filters to have it "rise" and "fall;" and/or have the pitch of the note shifting up and down? Or am I missing it entirely?

You can't make any kind of waveform rise and fall like you can with white noise, simply because white noise, has no pitch. Its just all frequencies in there, giving a flat spectrum over a defined bandwidth. There is no prominent fundamental frequency with its corresponding harmonic overtones.
So use (white) noise as a waveform, then put that through a band pass filter and have a high resonance setting. Its the high resonance setting that will give you the rise and fall effect, as it boosts a narrow bandwidth as you sweep up and down.
Have the sustain at max and release depending on how fast you want the note to stop after you release the key. If you want it to stop fast, have a low release setting.

dont forget to view everything on the SpecAnalyzer, "VoxengoSpan" is good for that!
watch the frequences falling and rising to understand it better.
u can do this "rise/fall" effect perfect with the plug in "Sonalksis TBK".
but you also can take your EQ, and automate it.
important is to understand what the freqs does, then you can do such effects easy with lots of filters.
the button you mean is called "CUTOFF" on those filters.

some synths has a noise parameter, so just turn down all osc and use this
some synths you have to choose a noise waveform.
you should be able to sweep with cutoff on this...

the easy way is pitch shift envelope...u just have to put the wind sample, right button on sample -->Process->PitchShift->Envelope ... and draw the envelope...
if the wind sample is too shorter, and u want a more long sweep...before pitch shifting make a time strech for the sample get longer and after pitch shift envelope

Welcome to the new modern wave of Northern European Electro Psytech Trance (or whatever you want to call it. )
All the artists are mixed bags on this; because they all come from more traditional psy sounding roots, and alternate their styles. But if you like these kinds of tracks, I can definitely recommend some artists.
