how do i upload a picture?? help

hey guys...i've been tryin to upload a picture for my profile on isratrance. But the size requirements for isra is too low i.e 7KB. And im not able to reduce the size of the desired picture...if i reduce the size then picture becomes tooo small to be perfectly visible....
so any of u cud help me with it....wud really appreciate

but these scythes are kinda suckz because they turn all to .jpg
i needs to resize a .gif asap, is there any scythe for that? cna't find it |
