I think it's a sample from the movie "Kill Bill" and it been use by many artist's such as:
Azax Syndrom,Double R.E.L and some more that i don't remember right now....

You might be thinking of Lucy Liu's line in Kill Bill: "Now if any of you sons of bitches got anything else to say, now's the fucking time!" which has been used a lot in psytrance over the last few years.
