It is in finnish language (slang) and its about two guys coming somewhere asking for a hit of something, most likely for a smoke...? Tosi Anssi is kind of a (nick)name, tosi being real or true and Anssi being Anssi. In the sample other guy is called Kake and other Tontsa = Tosi Anssi? Thats, at least, how i would interpret that.
