yes, sound forge can find a bpm, you just mark the "one" and the end of the loop, and you go to :special / edit tempo, and then , in the "selection lengh in beats" you write how many "ones" (bars) you have there, it's usually 4, if you do it on small loops, then you press play, in it writes you the exact bpm!
also try the software "making wavs"

there is another nice way to find the EXACT tempo in sound forge:
first open the toolbar of the Acid Loops creation tools.. (from View->Toolbars...)
after it just select loop of the track, try to be accurate the bpm will be written in the Acid toolbar
in the small box...
