Try this web site, If you haven'y already. It will reduce your latency a lot. It works with all sound cards. It is very helpful.

The way I realised that the latency was reduced was in recording. Before I made the changes, the notes were recorded a bit later than when they were supposed to. After I made the changes the notes were pretty much spot on. I think what made the biggest difference is the optimise for background services option. Maybe the others hepled as well. I don't know.
