Man, I don't think this track has any sample. 
The problem is that these Raja Ram's cds are full of "added samples", these samples are not on the original track, they are just played together with the track in these mixes...
In think he says "very brightly color".

i've heard the same sample's voice on some other tracks in Raja Ram's album.

I'm here for it...
I must admit I'm delaying the upload of these samples + Melicia - Come And Get Me samples to my sample database... No one deserves that Raja Ram's album cover on their webpage...

I found out that this is a part of the sample for the track A New Way To Say Hooray
from SHPONGLE...(one of Raja's projects)...
for sure it's an added sample as full_on said.
here is the complete sample for the Shpongle track:
