any poly synth can do that. research subtractive synthesis and you'll be there in no time. here's a wealth of links to freely available material:

it's a chord, the oscillators (VCO) are not so important (adjust to taste), it's the volume and timbre "swell" which gives it that distinctive fading in and out sound. this is achieved by using an envelope (ENV) with a long attack and decay/release to modulate the volume (VCA) and filter (VCF).

for lush pads i often like to follow a slightly resonant LPF (for the main swell in and out) with a static HPF to reduce the lower frequencies, so that they are not fighting with the rest of the track, and also allow it to sound more "fizzy".           http://hermetechmastering.com : http://www.discogs.com/artist/Gregg+Janman : http://soundcloud.com/babaluma
