Help ID this 7+ year old track

I've had this song for a good 7 or more years, can't remember so it has to be pre-2000. It has a goa/psy feel to it so I was redirected to get help here. There is a quote that plays in it that goes "There are some things in science which should be brought to light, there are others which should be left alone". no one has any ideas as to what this could be? Does anyone at least have any ideas as to who might have done this? Are there any other songs that sound similar to this? Any help would be much appreciated.
