Assuming you are using Cubase SX.
Create a group channel.
Go to your kick channel, on the send menu select the output to be the group channel you just created. click the button to enable 'pre-fader send' and crank it all the way up.
Go to your bass channel, pan the bass hard right. Then set the output from Bus to the group channel.
Go to your group channel and add the Waves C1 sc-comp. This is a side-chaining compressor.
On the Waves C1 sc-comp, change the 'key mode' from the default of Stereo to 'L->R'. This setting specifies to use the left stereo channel as the trigger for the right channel. Since our kick is in the center, it will trigger the left channel, compressing the bass which is panned hard right.
Now, ideally, the kick should be routed in the hard left of this channel, but I haven't found an easy way to do this, so realize that what I'm describing is NOT the best way (I just don't know a better).
At this point you should be able to play your kick and bass together and see on the Waves C1 sc-comp graphic display that the compressor it kicking in on each kick.
To tune the compressor:
Set the attack to 0, set the release to max. Set the ratio to about 8:1. Start bringing the threshold down until you find a level that you think the compressor should be kicking in. It will sound horribly squashed, but that's because we haven't tweaked the other parameters yet.
Once you find a suitable threshold, back off the release until the compressor pumps in and out, giving the bass a nice 'oomph'.
Bring up the attack some then, allowing for the natural attack of the bass to be heard before the compressor kicks in.
Lastly, reduce the ratio to a level where your bass sounds good to you (or increase it if you want a horribly compressed sound).
Colin OOOD had a better description up on here a while ago, but I haven't been able to find it. Hope that helps!
I've posted an example of this in Cubase Sx 2.0: http://filebox.vt.edu/users/amarano/Side%20Chaning.cpr
