Turnado, dblue glitch, or if you use Ableton I know it has a lot of tools for that purpose. Play with bit crushers, flangers, guitar distortion pedals...
Also try to render some synths and percussion with long tails and then chop it into small bits till you get the desired sound.

bounce to audio, chop, reverse, transpose, duplicate, no need to use plugs or FX, just techniques or watch psilocybian's tut on it. but returning to the techniques, ya, just chop things into bits and play with them, turn them round, transpose octaves up or octaves down, then chop up and duplicate the transposed things, then join them all together and fade them in or out... etc

Ableton stretch also works nicely for funny percussion sounds. Change the grain and what not and experiment.
