Its strange how everyone has a different definition of funky & groovy.......it was just my interpretation. 
I havent heard much Haltya, so maybe I will give that a listen as well, thanks!

squaremeat and loopus are pretty funky. Vicious Spiral can be. also Benza, Kiwa, Snake Thing, and a whole slew of Australian, Finnish and Danish artists. check out v/a Schizm on Giiwa records and v/a Ultrapop on Fabula records.
some Dado and Antidote stuff is funky also, though in a different way.

Remember the old Green Nuns?
I always found their goa tunes to be funky, some more than other but a lot like Octofunk 
Some Com.pact tunes also are a bit funky |
