I think it's GMS - Goa (the land of freedom), released at Utopia (CD) - CRYSTAL MATRIX RECORDS.

But not sure... Check the sample at the site.
Also it reminds me a track called "Perpetual Night Party", but can't remember who made it. For sure it's released.
Even if this track is not any of these two, I'm sure I know it, so you'll get your answer soon or later.

gms-goa...isn t the one, but nice too  though the rest of the compil isn t so nice...
"Perpetual Night Party" by dino psaras (lick it). though it s an other track too...thanx anyway !! -i m shure u ll find the one 
...for me it sounds very gms like ( or at least one of them ) with some other guy.
