That's good detective work JC  I don't know if the sample in Setting Sun is the same as the others but it's similar for sure; I'd guess they are from an early sample CD. I remember Ueberschall and Time And Space had sample CDs out in the mid 90s and it wouldn't surprise me if it was Ueberschall, as they do a lot of guitar stuff. It sounds like a distorted guitar divebomb with a squarewave tremolo on it, with the rate of the tremolo going from fast to slow. There's also some echo and reverb.
