Well in most cases it's because it's dodgy promoters that never had a deal with the artists/Dj's in the first place. It happens all over the world. The organiser make a flyer with a big name on eventhough they got no intention to bring that name.

Your theory would usually be correct except that in this specific case I personally know Oren Coma and he would never ever try to fool his crowd and advertise a false line-up.

I heard that on Independence Day Eskimo come to Isreal . On the last time Eskimo did not show up in Isreal and I want to know if this time it is true ?
