i cant move just the mixer or the vst intruments to the 2nd monitor (which is the whole point). is it something with the monitor setup ? or with cubase ??

try extend the cubase main window by dragging it to max size, so it covers both screens, then open the mixer and move it around.

Do not Maximize your Cubase SX 3 window. just drag the main window to the other monitor.

AFAIK, working with dual screens does not eat any additional CPU.
If you maximize the window it maximizes only to the first monitor.

probably depending on your graphics card, here maximize fills two screens. |

if you use two graphics cards it eats bandwidth on the mother board. so if you have a pci graphics card, and agp graphics card and a pci sound card, the sound card will apparently get poorer performance.
i';ve had this explaiend to me but never felt it.
also, i think thatif you are usign two graphics cards some third object (the cpu) will have to be making decisions about what goes where as opposed to a single graphic card with dual outputs that would do that itself.
